TODAY’S EDITORIAL: Second Class

It is a common lament that the benefits of Indias recent economic growth have remained confined to the metros. But there is evidence that Tier II and III cities are expanding at a rapid rate. Population figures are one way to bear this out. In 1991, India had 23 cities with a population of one million or more. Now it has 35 cities with a million-plus people.

There is also data which suggests that second-rung cities are tapping into the Indian growth story. In cities like Agra, for instance, there are more and more people taking advantage of the services boom. According to the National Sample Survey Organisation, at least six out of every 10 people in Agra are now self-employed, up from just over four in 1999-2000. Many of these self-employed people are running cyber cafes, telephone booths, courier services and real estate agencies.

A leading telecom company estimates that Agra and Meerut are the fastest growing markets for mobile products and services. A similar story is unfolding in other Tier II and III cities across India. There is, however, concern whether these cities can sustain such rapid growth. Most smaller cities still suffer from a shocking absence of basic infrastructure and civic amenities.
